BDS Pipeline Partner
You know public sector contracts exist. You just don’t know where to start.
BDS Pipeline Partner does the searching for you - and tells you what to do next.
Every week, public sector bodies across the UK publish around 1,600 contract opportunities. Some of them are the right size, the right sector, and the right fit for businesses like yours. Finding them takes time you do not have, and even when you do find something, the language is complex and the next step is not always clear. BDS Pipeline Partner changes that.
Why This? Why Me? Why Now?
Why this?
Public sector contracts are one of the most reliable ways for small businesses to grow - but the market is noisy, the language is complex, and most small businesses do not know where to start. In Scotland alone, 77% of public sector contracts were won by SMEs in 2025/26. The opportunity is real. BDS Pipeline Partner makes sure you are not missing it.
Why me?
I’m Shiona Campbell, founder of BDS - Business Development and Support Limited.
My background is not what you might expect. After working within the public sector for over 15 years, I spent time working for two of Scotland's largest social care charities, one with a turnover of over £60 million funded entirely through public sector contracts. My job was to find and win them. That gave me daily visibility of what was being published, who was winning, and what was driving buying decisions - including when price was driving contract award.
I also hold a postgraduate certificate in leadership and management of the public sector.
I am not a bid writer. What I do is help small businesses understand where the work is, whether they are ready for it, and how to build towards it. That is what BDS - Business Development and Support Limited was built on.
Why now?
The UK government has committed to spending £7.4 billion a year directly with SMEs by 2028. Most small businesses do not yet know this is happening. Those who start building their pipeline now will be ready to win when others are still finding their feet.
The sooner you start, the sooner you will be ready.
The sooner you start building your pipeline, the sooner you’ll be ready to win.
How it works
Simple, supportive, and tailored to your business.
We start with a conversation - a short onboarding call helps me understand your business, your services, and your goals. I only take on clients I am confident I can find relevant opportunities for.
I search for you - I regularly scan the main UK public sector portals, filtering out what is not relevant and identifying opportunities that genuinely match your business.
You receive a structured report - each opportunity is categorised as Bid Now, Build Towards, Track, or Market Intelligence. Every notice includes a plain-English summary, an honest assessment of fit, the key requirements you need to meet, and a clear action step so you know exactly what to do next.
You build your pipeline - not every opportunity will be right for you today. Build Towards and Track notices help you plan ahead and position your business for future rounds.
You get support - one 15 minute call per month is included so you can talk through an opportunity, ask questions, or sense check whether something is worth pursuing.
How your opportunities are presented
Every report is a structured PDF, organised into four categories so you always know exactly where to focus your energy.
Bid Now
These are open opportunities that are relevant to your business and worth pursuing now. Every Bid Now notice includes a plain-English summary of what the buyer is looking for, a pros and cons assessment, the key requirements you need to meet, and a clear action step. You will never be left wondering what to do next.
Build Towards
These are opportunities that are a strong fit for your business but not quite within reach yet - perhaps due to experience, capacity, or timing. Knowing they exist gives you something to aim for and time to prepare. When the next round is published, you will be ready.
Track
These are procurements that have not yet reached tender stage. A preliminary market engagement notice or a future contract notice tells you something is coming. Getting ahead of it - and engaging with the buyer early where appropriate - can give you a real advantage before the tender is even published.
Market Intelligence
These are contracts and buyers worth watching. They may be out of reach right now because you missed this round of procurement, or due to geography, accreditation, or scale - but they tell you who is buying what, who is winning, and where the market is heading. That context shapes smarter decisions about where your business is going.
You’re not alone in this
Most small businesses know public sector contracts exist. Few know how to access them confidently.
It is not a lack of ability. The portals are complex, the language is unfamiliar, and without knowing what you are looking for it is easy to either miss the right opportunities entirely or waste time pursuing the wrong ones.
BDS Pipeline Partner was built for exactly this point in the journey. You do not need to become a procurement expert. You need someone who already is one, working on your behalf, making sure the right opportunities reach you with the clarity to act on them.
Need more support? Add what you need
BDS Pipeline Partner gives you the intelligence. Sometimes you need help putting it into action.
Strategic support and mentoring
Once you know what opportunities are available, the next question is what to do about them. I can help you decide which opportunities are worth pursuing, prepare your business to bid, understand the market you are entering, and build relationships with buyers before a tender is published. This is hands-on, practical support tailored to where you are in your journey.
Ready to Tender
A self-paced online course designed to build your confidence and understanding of the tendering process from the ground up.
BDS Opportunity Forecast and Review
A structured planning document that consolidates your pipeline information into one place, giving you a clear picture of what is coming and helping you plan ahead with confidence. Includes a review meeting to make sure you are on track.
Retainer packages
For businesses that want ongoing access to my expertise for an agreed number of hours each month. Includes BDS Pipeline Partner as standard.

FAQs
-
BDS Pipeline Partner is a done-for-you Tender Discovery Service. It helps micro and small service-based businesses find public sector opportunities that are tailored to their business — without having to search portals or decode complex documents.
-
Free portals like Find a Tender, Public Contracts Scotland, and Sell2Wales are useful, but they require you to do the searching yourself. Alerts tend to be broad, and the notices are written in procurement language that takes time to interpret. With BDS Pipeline Partner, I do that work for you. I search the portals, read the documents, and send you only the opportunities that are genuinely relevant to your business - with a plain-English summary already written.
-
Paid alert platforms pull together large volumes of opportunities from multiple sources and deliver them to your inbox. The coverage is wide, but the filtering is limited. You still need to open each notice, read the detail, assess whether it is relevant, and decide whether it is worth pursuing.
BDS Pipeline Partner is different. You receive a structured PDF report with a curated shortlist of opportunities that have already been assessed for your business. Each relevant opportunity includes a plain-English outline, a pros and cons assessment, the requirements you need to meet, and a clear action step. Opportunities are also categorised so you know immediately whether to act now, build towards a future bid, track a developing procurement, or file something away as market intelligence.

Your pipeline is a list of public sector opportunities that are a good fit for your business — even if you’re not ready to bid yet. Sometimes a tender might not be right due to things like experience, turnover, or capacity. That’s okay.
I’ll help you:
Spot future opportunities
Understand what’s needed to bid successfully
Plan how to build your experience or credentials
This means you’re not just reacting — you’re preparing. So when the next round comes up, you’re ready to go.

They absolutely can be. Public sector contracts range from small one-off projects to multi-year agreements worth thousands — or even millions. I’ve worked with clients who’ve won contracts from £6,000 to a share of £1.5 billion, and many were new to tendering.
The key is finding the right opportunities — and that’s exactly what BDS Pipeline Partner helps you do.
And with the UK government having just committed to spending £7.4 billion a year directly with SMEs by 2028, the opportunity is only growing.
-
The onboarding call takes around 30 minutes. It’s a relaxed conversation where I get to know your business, your services, and your goals - so I can make sure the opportunities I find are genuinely relevant to you.
-
Yes - I work with businesses throughout the UK and Ireland. What matters isn't where your business is based, but where you can deliver your services. Many service-based businesses can deliver virtually, which means there are no geographic restrictions on the opportunities available to you. Whether you're based in Scotland, England, Wales, Northern Ireland or Ireland, I'll find opportunities that are relevant to where and how you work.
